Great Expectations for Prison Education

On 18 May 2016, plans for major prison reform were announced in the Queen’s Speech at the opening of the UK Parliament for the 2016-17 Session. At the same time, the eagerly awaited Coates Review into prison education was published.

The conservative government propose putting education at the heart of a new penal regime focused on rehabilitation and the reduction of re-offending rates. The research completed for this project on 19th century prison education suggests that the Victorian experience is highly instructive.
